suggested in his despatch. On the whole I
think the Governor's proposed new scheme
is a great improvement on the existing one,
and subject to C.S.D. observations, I would
suggest that this approval might be given.
As regards the reply to the petition itself, I
think the lines suggested by the Governor at the
end of paragraph 2 of this despatch would be
quite adequate to meet the case.
